Extending social protection to urban informal workers: lessons from COVID-19


COVID-19 exposed major gaps in social protection systems across the world. Most important of these gaps was the lack of social assistance or social insurance for one group that was severely affected by COVID-19 lockdowns: namely, adults working in the informal economy in urban areas. In most countries, working-age adults are not eligible for social assistance that targets non-working vulnerable groups, such as disability grants for persons with disability. Also, adults who are self-employed, or are working informally, are excluded from social insurance schemes that are based on formal employment contracts and regular contributions made by employees and employers into social security funds.

COVID-19 lockdowns confined to their homes low-income people whose livelihoods depend on daily interactions with the public, condemning them to months of poverty and hunger, in the absence of unemployment insurance or social assistance. Most governments were compelled to respond with cash transfers or food aid that targeted these affected individuals and their families. But these were ad hoc responses, helpful and important for short-term survival, but temporary and inadequate.

We propose a radical alternative approach to social protection that would prevent this problem occurring in future pandemics or livelihood shocks, and would ensure access to adequate social protection to all, as a human right. In short, this paper argues for a new approach to social protection.

The key innovation is to universalise access to social insurance to all workers, by delinking benefits from workers’ contributions. In other words, a person would be entitled to claim unemployment benefits simply because they are unemployed, and for as long as they remain unemployed, irrespective of whether they previously made contributions to an unemployment insurance fund. There would be no discrimination between salaried (formal) workers and non-salaried (informal or self-employed) workers. This scheme would be financed out of general government revenues, not by a tax on workers’ earnings.

Another factor to consider is the reality that living costs are generally higher in urban than rural areas. Urban residents must pay for rent, utilities (electricity, water), transport to and from work, and other expenses that are either absent or much lower in rural communities. For this reason, social insurance for all workers should be complemented by appropriate social assistance for low-income urban residents, such as free or subsidised housing, transport, and utilities.

A common argument made against the extension of social protection schemes is that they are unaffordable, especially in low-income countries. On the other hand, there is evidence from many countries that social protection generates income and employment multipliers, finances investment in livelihood activities and job-seeking behaviour, and is partially recovered by the state through higher tax revenues.

We consider the case of South Africa, a middle-income country with extensive social assistance (reaching one-third of the total population) but very limited social insurance (reaching only 3.3% of the eligible population). We identify several options for extending coverage of social insurance to excluded categories of workers, such as mandatory, voluntary, and incentivised contributory schemes. We also demonstrate that comprehensive social protection is affordable in South Africa, financed not by workers’ contributions but by a relatively modest increase in taxes.

To conclude, COVID-19 has caused immense suffering and hardship, but it also highlighted the crucial role that social protection can play and has played in alleviating this hardship. Our proposal would guarantee comprehensive social protection for urban informal workers, towards the broader SDG target of implementing “nationally appropriate social protection systems and measures for all”.
